Rationale: The ability to speak clearly and be understood is a developmental process that occurs across early childhood. The ‘SEND code of practice: 0 – 25 years’ highlights the importance of assessing the extent to which a young child is developing at expected levels in key areas, including the prime area of communication and language, and identifying and addressing need at the earliest point.
