Rationale: The DfE’s latest attendance figures reveal that more than one in five (23%) of schoolchildren were “persistently absent” – that is, missing at least 10% of lessons – while hundreds of thousands more, termed “ghost children” by the media, are either not registered at a school or attend less than half of the time. Given that school not only aids children in achieving their potential but also helps to keep them safe, it’s clear schools are facing significant challenges.
