Rationale: On 28 March 2023, the ESFA published new guidance, Free meals in further education funded institutions guide: 2023 – 2024 academic year, which sets out the rules for free meals, including institution and student eligibility, the Universal Credit assessment process, protection arrangements, allocations and payments, recovery of unspent funding, the 16 – 18 Bursary Fund, data returns, and audit and assurance.
